Practical Guide for Building Climate-Resilient Health Systems

The Practical Guide for Building Climate-Resilient Health Systems has been developed as part of the LIFE RESYSTAL project, which aims to develop resources that increase the climate resilience capacity of the European healthcare sector and related critical infrastructures. The Guide was created with insight from two pilot health systems but has been designed to be applicable to any European health system, regardless of their structure and size.

The Guide’s purpose is to help organisations integrate climate resilience into healthcare planning. It is, therefore, aimed at those responsible for developing a Climate Resilience Plan for their health system or organisation. The Guide provides a clear, actionable path for health systems, guiding them from the initial stages of building climate resilience to the development of a comprehensive, implementable plan.

Discover two case studies that showcase real-world examples of how health systems in Europe are adapting to the challenges of climate change.

🇪🇸 In Spain, the Servizo Galego de Saúde (SERGAS) has mobilised its local community to foster collaboration through a Community of Practice (CoP). This initiative brings together stakeholders to exchange knowledge and expertise, helping hospitals in the Ourense province adapt to climate challenges. These efforts are supported by regional plans like the Plano de Calor and national policies under the Spanish Climate Change Adaptation Plan.

🇫🇷 In France, the Regional Health Agency (ARS) Occitanie integrates climate resilience into healthcare through strategic investment and policy alignment. With €678 million in funding from the Ségur de la Santé initiative, 67 projects focus on eco-responsibility and preparing healthcare facilities for extreme weather. Regional and national plans further drive these efforts, supporting the adaptation of health systems to climate change.
